Upon advice of the City Manager and City Engineer, the <br />City Council does hereby find an emergency exists within the <br />facts of Section 37906 of the Government Code, and does declare <br />that the public interest and necessity demands the irmnediate <br />expenditure of public money to safeguard life, health and properbt <br />based upon facts as follows: <br /> <br /> a) Low winter rainfall and early hot weather has <br />created unexpected demand upon the City water supply. Increased1 <br />population has reduced the water supply and pressure and made <br />chlorination difficult. <br /> <br /> 2. The City officers are hereby authorized and instructed <br />to proceed,without notice inviting bids, to obtain labor and <br />materials for work described as follows: <br /> <br />Interim project activating Well No. 6, tie-in <br />with Well No. 5 of the Pleasanton Water system, <br />pursuant to plans submitted by Kennedy Engineers, <br />dated April, 1966. <br /> <br />DATED: May 2, 1966. <br /> <br />ATTEST: <br /> <br />WARREN R.
