The program shall be submitted to the P!aoning Director and TSM Coordinator <br />with the fu'st building permit application for review 'and approval before issuance of the <br />first occupancy permit. <br /> <br />23. <br /> <br />If the overall project site is to be subdivided, thg project developer/subdivider shall record <br />CC&R's at the time of recordation Of the final ~, creating a property owners associa- <br />tion for the development. The CC&R's shall be su~ject to the review and approval of the <br />City Attorney prior to recordation of the final map. The property owners association <br />shall be responsible for maintaining all privat~ streets, private utilities, oil/water separa- <br />tors, and other common areas and facilities on the site; maintaining all landscaping ex- <br />tending to the face of curb; implementing all storm water measur~s~ including maintain- <br />ing landscaping functioning as a vegetative,filter area; and, implementing all project-wide <br />l~ip reduction measures and programs. Th~'Ci~ shall be granted the rights and remedies <br />of the association, but not the obligation, to enforce the maintenance responsibilities of <br />the property owners association. The project developer shall record at the time of recor- <br />dation of the final map reciprocal access, Parking, and utility easements with maintenance <br />and repair responsibilities clearly defined among all parcels unless otherwise approved by <br />the Planning Director. <br /> <br />BuiMblg a ..~ ~ Site Design RequiFements: <br /> <br />24. <br /> <br />The project developer shall post address numerals on the building so as to be Plainly visi- <br />ble from all adjoining s~s or driveways, during both daylight and night time hours. <br />Tenant spaces shall be identified as determ'm~ by the City., <br /> <br />25. <br /> <br />The project developer shall effectively screen f~om view all ducts, meters, emergency <br />power generators, arid any other mechanical equipment, wh~ on the structure or on <br />the ground, with materials architecturally Compatible with the main structure. Screening <br />details shall be shown on the plans submitted for issuz_~ce of building permits, the ade- <br />quacy of which shall be determined by the Pl~tnnlrlg Director. All required screening <br />shall be provided prior to occupancy. <br /> <br />26. <br /> <br />All HVAC equipment, antennas, satellite receiving sta ons, etc? shall be located within <br />the buildings' roof-equipment wells, and shall project no'higher than a horizontal plane <br />defined by the top-edge of the equipment screenS/Pal~pet walls. This reqUirement may <br />be waived by the Planning Director if it can be demonstrated via lines-of-sight analyses <br />that the equipment would not be visible from view. The locations for the viewpoints <br />shall be specified by the Planning Director.
