74) <br /> <br />Proposal Guidelines (SF Corps District, 1991). The. Mitigation Plan shall clearly identify <br />total wetlands and other jurisdictional areas for which the Corps will require mitigation. <br />Details of the Plan shall address the following guidelines. <br /> <br />Mitigation areas shall be identified, preferably on-site. Should redesign of Project <br />be necessary to accommodate on-site mitigation areas or to avoid jurisdictional <br />areas, the Planning Director is authorized to administratively modify the Specific <br />Plan's Land Use Diagram and the Master Vesting Tentative Map in order to <br />modify development plans to accommodate mitigation areas or avoid <br />jurisdictional areas. <br /> <br />i) <br /> <br />If re-design of the Project is required, all relevant conditions and policies <br />of the Specific Plan, the MVTM and other subsequent approvals shall <br />remain in force but be revised to reflect this change; provided,however, <br />that the change does not reveal any new significant adverse environmental <br />impact not previously identified in the Final EIR. <br /> <br />ii) <br /> <br />If new significant adverse environmental impacts not previously identified <br />in the Final EIR are identified as a result of any required change to the <br />Project, Property Owner, at its discretion, may submit an application <br />seeking an amendment to the Specific Plan and MVTM to accommodate <br />development replaced by the mitigation area. <br /> <br />Mitigation for loss of existing seasonal/emergent wetlands and other waters shall <br />be provided at a replacement ratio as required by the Corps, but no less than 1:1 <br />(created: filled). <br /> <br />c) <br /> <br />Mitigation shall aim to achieve equivalent or higher habitat values than those <br />areas being replaced. <br /> <br />d) <br /> <br />If required by the Corps, the Mitigation Plan shall include site preparation and re- <br />vegetation procedures, an implementation schedule, funding sources, final success <br />criteria, long-term management and maintenance responsibilities, monitoring <br />requirements, and contingency measures. <br /> <br />Streambed Alteration Agreement. If needed, Property Owner shall obtain any <br />necessary 1603 Streambed Alteration Agreements from California Depathnent of Fish <br />and Game prior to approval of grading permits for any grading activities that will alter <br />stream zones and drainage channels under State regulatory jurisdiction. <br /> <br />Property Owner shall submit to the Planning Director a letter from the <br />Department of Fish and Game, the Corps, or other appropriate agency (or the <br />actual permit or agreements) indicating that necessary permits for altering or <br />filling jurisdictional watercourses have been obtained, based on proposed grading <br />or improvement plans, or that such permits are not required. <br /> <br />Conditions of Approval Page 40 of 44 August 9, 2000 <br /> <br /> <br />
