7 <br /> <br /> PROJECT IMPLEMENTATION <br /> ELEMENT <br />I)EVELOPMENT APPROVAL PROCESS OBJECTIVE <br /> <br />TO PERMIT THE EFFICIENT REVIEW OF PHASE ! DEVELOPMENT PLANS WHILE <br />ENSURING CONFORMANCE WITH THE SPECIFIC PLAN POLICIES. <br /> <br />This chapter sets forth a variety of implementing steps and regulatory and organizational <br />procedures to implement the Specific Plan. The following outlines the approximate sequence <br />of key implementation steps that are anticipated to be followed to adopt the Specific Plan and <br />annex the property into the City of Pleasanton. <br /> <br />Certify the Bernal Property Specific Plan Environmental Impact Report (State <br />Clearinghouse No. 96-013005). <br /> <br />Adopt findings, mitigation measures, and mitigation monitoring program as required by <br />the California Environmental Quality Act. <br /> <br />Adopt the Bernal Property Specific Plan. <br /> <br />Adopt a pre-zoning and PUD Development Plans for the Phase I area of the Planning <br />Area. <br /> <br />Adopt a development agreement, a Growth Management agreement, and other <br />necessary agreements between the Phase I Property Owner and the City. <br /> <br />Approve a Master Vesting Tentative Map (MVTM). The Master Vesting Tentative Map <br />will be processed prior to annexation. It is anticipated that final maps for all Phase I <br />development will be processed expeditiously. It is likely some of the Phase I <br /> <br />7-1 <br /> <br /> <br />
