1 <br /> <br />INTRODUCTION <br /> <br />PURPLE OFT HE SPECIFIC PLAN <br /> <br />This do~ment is a Specific Plan for a Planning Area consistkn8 of a 516-acre site owned by <br />the San Francisco Water Dep~haent (SFWD), the Pleasanton Joint Unified School District <br />(PUSD)~ and a portion of the Alameda County Transportation Corridor (ACTC) lying along <br />the easterly edge of the SFWD site. The Planning Area is located within the City of <br />Pleasanton's Sphere of Influence. The purpose of the Specific Plan is to implement the City of <br />Pleasanton General Plan by providing for orderly development and provision of services for an <br />urban infill area that is appropriate for the development of urban uses including low, medium, <br />and high density housing, public recreation, public and quasi-public land uses, and <br />commercial/office land uses. An additional purpose of the Specific Plan is to establish the <br />future development potential of the site and the provision of infrastructure and public services <br />to it. <br /> <br />SPECIFIC PLAN <br /> <br />In order to maximize the future public recreation, public, and quasi-public land uses, the City <br />of Pleas~nton has structured a program to provide for the City's acquisition of over 300 acres <br />of the site. The land uses within this area will require extensive citizen participation to identify <br />potential uses and prepare a land use program for these lands. This is a longer term process <br />just beglaning. The private development and associated uses on the balance of the site make <br />the acquisition possible. This private developmem's constraints, opportunities, impacts, and <br />mitigations have been extensively studied in the preparation of this plan. The Specific Plan <br />recognizes this dichotomy of past study and future process by creating a phased Specific Plan. <br />Phase I relates to the private development and associated public uses and infrastructure. Phase <br />II covers the remainder lands to be acquired by the City of Pleasanton and will he completed <br />after an extensive public participation process. <br /> <br />While the Phase H land uses are not yet known, the Phase I development program has been <br />created to be compatible with a broad spectrum of public recreation, public, and quasi-public <br /> <br />I-1 <br /> <br /> <br />
