If the interchange improvement costs <br />exceed the traffic impact fees generated by new development <br />within the p~annin$ Area, and other funding sources are not <br />adequate to provide the difference, the additional costs shall be <br />advanced to the City subject to reimbursement pursuant to an <br />Interchange Reimbursement Agreement. <br /> <br />5.3 <br /> <br />To the extent that any improvements to the interchange are constructed <br />by developers within the Planning Area, the costs for such improvements <br />shall be credited against City-wide traffic fees. <br /> <br />Transportation Improvements Policy 6: Bernal Bridge Improvements. <br />Provide right-of=way and easements, as well as fifty percent (50%) of the costs <br />associated with planned improvements to the Bernal bridge over the Arroyo de la <br />Laguna. <br /> <br />Transportation Improvements Policy 7: UPRR Underpass. The Specific Plan envisions incorporating such TSM <br />strategies as bicycling, walking, ride-sharing, providing flex-time work hours at the <br />employment-generating uses, and the use of public transit to reduce automobile trips. <br />Implementation of these TSM strategies will be conducted consistent with the City's TSM <br />ordinance, and will allow for accommodation of potential future transit service extensions to <br />the area. <br /> <br />4-15 <br /> <br /> <br />
