1.2 <br /> <br />Provide street improvements as described in this chapter to maintain an <br />acceptable level of service at all Planning Area intersections and roadway <br />segments as the Project develops. <br /> <br />[Planned improvements as set forth in this Specific Plan will <br />support traffic generated within the Plapnlng Area at LOS "D" or <br />better. Timely construction of the~ improvements ensures there <br />will be no interim LOS "Er or worse congestion.] <br /> <br />Tr~n.~portaflon Network Policy 2: On-Site Street Standards. On-site streets <br />shall be dedicated to, and maintained by, the City of Pleasanton. On-site streets <br />shall be designed and improved to different standards than typical City <br />requirements for arterial, collector, and local streets in an attempt to reduce or <br />eliminate the functional and visual dominance of streets within the Planning <br />Area. The hierarchy of the street system shall be as shown on the Circulation <br />Policy Diagram, Figure 4-1. <br /> <br />2.! <br /> <br />On-site streets shall be improved consistent with the roadway section <br />standards shown on the Street Section Diagrams: Figures 4-2 and 4-3. <br /> <br />2.2 <br /> <br />On-site streets shall be phased to provide adequate ingress, egress and <br />emergency access to serve the traffic circulation needs of the Planning <br />Area as it develops. <br /> <br />2.3 <br /> <br />Residential uses may have driveways with immediate access onto <br />Neighborhood or Major Connector streets, so long as traffic volumes on <br />these streets are not projected to exceed 3,000 ADT. <br /> <br />Transportation Network Policy 3: Traffic Calming Strategies. Utilize traffic <br />calming strategies to slow down the speed of through traffic, enhance pedestrian <br />safety, and create a pleasurable streetscape environment. <br /> <br />GUIDELINES: <br /> <br />3.1 <br /> <br />The street system around the Village Commons should utilize a one-way <br />street. Parking should be allowed on the outside (right side) of the street <br />only, as shown in Figure 4-4, so that there would be no parking adjacent <br />to the Village Commons park. <br /> <br />4-3 <br /> <br /> <br />
