1.2 <br /> <br />Improvements within neighborhood parks shall conform to City <br />standards with respect to uses, as described in the City's Facilities <br />Master Plan. The funding mech.ni.~m for such improvements shall be <br />set forth in PUD development pl.m for the Planning Area. <br /> <br />Parks Policy 3: Phase I Neighborhood Parks Phasing. Dedicate and <br />improve neighborhood parks capable of serving the Phase I residential <br />development in a timely manner. <br /> <br />3.1 <br /> <br />Park improvements shall be dedicated and improved commensurate with <br />the demand for recreation as generated by new residential developmem, <br />more specifically to be determined pursuant to a PUD developme~ plan <br />for the Planning Area. <br /> <br />3.2 <br /> <br />Provide improvements w all neighborhood parks timed ~o have parks <br />usable by the time each mside~al area they serve is built out. <br /> <br />Parks Policy 4: Village Commons. Provide a Village CommonS special-use <br />park within the commercial center/higher density residential area to mark the <br />eatry to the area, define the neighborhood, create a central activky place, and <br />· slow through traffic. <br /> <br />GUIDELINE: <br /> <br />4.1 <br /> <br />The Village CommonS should include facilities which provide an active, <br />social gathering place for the communky, such as seating areas and open <br />lawn. <br /> <br />4.2 <br /> <br />The Villa~e'Commous may be utilized by the commercial/office center <br />and the community for special use events such as arts and crafts. <br />festivals, etc. <br /> <br />Parks Policy 5: Private Recreational Fscilities. Additional park and <br />recreational f~_cilities shall be provided in multi-family areas conSistent with City <br />ordinances, and may be, but are not required to be, developed within single- <br />family residential neighborhoods. <br /> <br />3-20 <br /> <br /> <br />
