Residential Policy 7: Phase I Affordable Housing Opportnnlties, Provide <br />housing type~ capable of meeting the needs of moderate- and low-income <br />hous~olds and ensure that affordable housing opportunities are included within <br />Phase I of the pl~nnin$ Area. <br /> <br />7.1 <br /> <br />New development shall provide 15~ of its total units at housing <br />affordable to lower-income households. It should include both rental and <br />for-sale units at a variety of affordsbility levels. <br /> <br />7.2 <br /> <br />New development shall be encouraged to include housing affordable to <br />moderate-income households both in market-rate ap~l~U,ents and below- <br />market rate for-sale units. <br /> <br />7.3 <br /> <br />Second units are encouraged to be built with initial home consu'uction to <br />meet specialized housing needs and to provide "affordable by design" <br /> <br />?.4 Affordable housing shall be integrated within all areas of thc Plan. <br /> <br />7.5 <br /> <br />Thc City may utilize affordable housing fees g,z~rated from elsewhere <br />within the City to assist in funding affordable housing opporomities <br />within the Planning Area. Such subsidies can be used to reduce housing <br />costs or increasing the number of affordable units included in a project. <br /> <br /> 7.6 The allocation of residential development potential, as provided for <br /> under a Growth Management agreement, shall include an alloca~on of <br /> affordable housing units to enable construction of affordable units early <br /> in a project,s development. <br /> <br /> 7.7 The City shall grant fee waivers for projects that include affordable <br /> housing opportunities, consistent with City ordinance. <br />Residellthl Policy 8: Plume I Residential Design Elements. The design of <br />residential neighborhoods should seek to foster a strong sense of community, be <br />pedestrian-oriented in scale and provide visual interest through landscaping and <br />architectural detail. <br /> <br /> <br />
