RELATIONSHIP OF THE SPECIFIC PLAN TO THE GENERAL PLAN <br />Togeth~ with the City of Pleasanton General Plan, this Specific Plan provides a framework to <br />guide f~ture land use and development with the Planning Area. The Specific Plan is consistent <br />with, aad serves as an extension of, the Pleasanton General Plan, and can be used as both a <br />policy and regulatory document. When subsequent detailed development proposals for the <br />Planning Area are brought before the City, City reviewing bodies will use the Specific Plan as <br />a guide for project review. Projects will be evaluated for consistency with the plan policies <br />and for conformance with development guidelines. For projects within the Planning Area, <br />policies and guidelines within the Specific Plan will take precedence over more general policies <br />applied elsewhere in the City. <br /> The relationship between objectives, policies and guidelines as used in this Specific Plan are <br /> described as follows: <br /> Objective: An objective is a specific end condition that, when attained, helps to achieve <br /> the desired or ideal end-state. There may be several objectives providing intermediate steps <br /> towards achieving these ideal conditions. <br /> Policy: A policy is a specific statement that is to be used to guide decision making. It <br /> represents a clear commitment and direction of the Phn. <br /> G~ideline: Guidelines are recommended approaches or strategies to ensure compliance <br /> with a policy. Guidelines are intended to be discretionary in their application. <br /> <br />RELATIONSHIP OF THE SPECIFIC PLAN TO ZONING <br />The Planning Area is to be reclassified from "Specific Plan"'to PUD (Planned Unit <br />Development) District. PUD development plans will he required prior to any development. <br />These development plans will establish the regulations for land use, site and architectural <br />design, and the construction of buildings and infrastructure. These procedures and regulations <br />shall establish the City's zoning for the Property, and are to be consistent with, and implement, <br />the policy framework of the Plan. Other land use regulatory processes - such as a development <br />agreement, tentative subdivision maps, conditional use permits - must also be consistent with <br />the Specific Plan. <br /> Unless otherwise specified, PUD development plans and other more project-specific land use <br /> approvals adopted after findings of consistency with the Specific Plan will take precedence <br /> over guidelines of the Specific Plan. <br /> <br />1-11 <br /> <br /> <br />
