The Pie/Isanwn Unified School District l~'rec~ntiy ~hased an approximately Il-acre parcel <br />from the/San Francisco Water Deparlment, Assessor's Parcel 947-~1-20 and a portion of <br />947-5-3. This parcel remains in this Specific Plan area. Figure 1-3 and other references in <br />this Specific Plan may show this site as San Francisco Water Deptu~tment lands. It, however, <br />is being developed as an elementary school consistent with this Specific Plan. <br /> <br />HISTO~tY OF PLANNING EFFORTS FOR THE PROPERTY <br /> <br />The land~ owned by the Water Depa~tu~nt of the City and County of San Francisco (SFWD) <br />have been the subject of a multi-year planning process. <br /> <br />The site was acquired by the City and County of San Francisco in the 1930's as a well field to <br />supply water to San Francisco and other municipalities. Previous uses have included <br />agriculture and, between 1968 and 1981, application of treated sewage effluent. The site has <br />never been developed for urban uses. <br /> <br />The site lies within Pleasanton's Planning Area and sphere of influence. Pleasanton's early <br />planning for the site contemplated industrial uses. In the early 1980's the City of Pleasanton <br />began a comprehensive review of its General Plan. The result of this process, the 1986 <br />Pleasanton Plan, designated the SFWD site as "Specific Plan" that would allow for <br />development of the site in mixed uses, potentially including medium and high density <br />residential, commercial and office, golf course, cemete~, schools and parks, together with <br />necessary streets and infrastructure. The designation "Specific Plan" left the ultimate use mix <br />to be determined through a specific planning process. <br /> <br />San Francisco, with assistance of Pleasanton staff, pursued the specific plan process, beginning <br />with identification of issues (completed in 1988) and drew on this effort and the 1986 General <br />Plan in preparing the Concept Plan: A Proposal for Community Development in 1990. The <br />Concept Plan envisioned development of a mixed-use community with a golf course. <br /> <br />Based on that plan, the City Council formed a Citizen Steering Committee and initiated a <br />comprehensive Specific Plan program. The result of the Steering Committee's work was the <br />Preferred Plan Report (March 1993), calling for construction of 3,000 residential units and <br />approximately 750,000 square feet of commercial/office development, as well as numerous <br />public facilities and amenities. However, after receiving the report in 1993, the City Council <br />deferred action pending completion of a new General Plan. The new General Plan was <br />approximately three years in preparation, and was adopted in August of 1996. <br /> <br />1-7 <br /> <br /> <br />
