¢. Air Quality <br /> <br />1. Im~t KI. Construction activities during mass grading would generate dust and <br />PM-i0,~'-i n ,~,~stlcreating the potential for nuisance. <br /> <br />MeaSure K1. Prepare and implement a dust control plan for the construction period, <br />which would control dust during all phases of construction, to be reviewed and <br />approved by the City Public Works Department prior to development activity on the <br />site. <br /> <br />F~ 'd~n~,: Specific economic, social, or other considerations make infeasible project <br />aitemafives identified in the Final EIR which would reduce this impact to a less than <br />signi§cant level. <br /> <br />F~tcl~ in Supnort of Finding: The following facts demonstrate that it is not feasible to <br />mitigate the impact to a less than significant level. <br /> <br /> a. A comprehensive dust control plan, as described above under the Finding for <br />Impact K1, is the only method available for controlling dust. Feasible mitigation <br />measure K1 has been incorporated into the Project. <br /> <br /> b. Given the amount and distribution of development under ail of the <br />alternatives, except the No Project Alternative and No Golf Course Alternative, <br />anallzed in the EIR, mass grading would be required to develop the site, resulting in <br />the stone impact. These Alternatives are rejected because they would not meet any of <br />the Project Sponsor's objectives nor would it fulfill any of the City's objectives for this <br />site, including provision of additional housing, open space, affordable housing, an <br />elementary school site and public improvements. While the amount of grading has <br />been reduced due to the reduction in residential units as part of the Greenbriar Project <br />(as opposed to the Preferred Plan or the Cooperative Plan), dust generation will still <br /> <br /> c. Pleasanton has adopted a finding of overriding considerations in approving <br />its 1996 General Plan for air quality impacts, The Project is consistent with the growth <br />contt~mplated at that time. <br /> <br />2. Impact K2. The project would contribute to regional emissions in excess of the <br />thresholds of significance recommended by the Bay Area Air Quality Management <br />District. <br /> <br />~easures: <br /> <br />Memure K2a.
