Measure Plb. Remediate hazardous Conditions (if found). <br />Measure Plc. If hazardous conditions caunot be~remediated, refine land use plan to <br />avoid adverse effects of contamination (if any). <br />~ Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />F~,~- in Suooort of Finding: The impact will be avoided or reduced based on the <br />following: <br /> a. The developer has prepared a Preliminary Endangerment Assessment and <br /> submitted it to the California Department of Toxic Substances Control, the Alameda <br /> County Department of Environmental Health, and the City of Pleasanton for review <br /> prior to approval of a final grading plan. If contamination, exceeding statutory <br /> requirements is found, soils and/or groundwater remediation plans must be prepared <br /> which address any conditions found in the PEA. If the PEA reveals that irremediable <br /> contamination and unacceptable health risks exist, development in the affected area <br /> will be avoided. <br /> b. PUD Condition mandates preparation of a Preliminary Endangerment <br /> Assessment in accordance with the DTSC Preliminary Endangerment Assessment <br /> Guidance Manual. The PEA must be submitted to the same agencies identified above. <br /> Th~ developer must comply with statutory requirements and state regulations in <br /> resl~onding to the recommendations in the investigation report. <br /> c. In a letter commenting on the DEIR, the DTSC stated that it concurs with the <br /> staled mitigation measures for Impacts P1 and P2. <br /> 2. ~. Potential adverse effects on residents and workers of possible future <br /> soil and water contamination. <br /> <br />Measure P2.
