Resolution No. PC-2000-20 <br />Page 2 <br /> <br />2. The site is physically suitable for this type of development and density. <br /> <br />The site is level, and borders existing residential development on the west <br />and east sides of the project site. Adequate vehicle, bicycle and pedestrian <br />access would be provided via Rose Avenue and Fair Street to serve the <br />project and to ensure emergency vehicle access can be provided. The <br />portion of the site within the arroyo will be dedicated to Zone 7, and the <br />project design would maintain the stability of the existing slope on the <br />south side of the arroyo while retaining the existing vegetation. The <br />development is adequately served by sewer, water, and other utilities and <br />the project would be responsible for its pro-rata share of the infrastructure <br />extension out to Valley Avenue. The proposed infrastructure <br />improvements would be conslracted in accordance with the conditions of <br />approval for the PUD, and City Design Standards. <br /> <br />The design of the subdivision and proposed improvements will not cause <br />substantial environmental damage or substantially and avoidably injure <br />fish or wildlife or their habitat. <br /> <br />No endangered, threatened or rare flora or fauna are known to inhabit the <br />project site. The subdivision would ensure that all existing heritage trees <br />are saved to the greatest extent feasible. The entire area of existing <br />riparian habitat along the arroyo would be dedicated to Zone 7, and the <br />pocket park and linear trail abutting the arroyo would be landscaped. The <br />slope bank along the arroyo would not be disturbed, and adequate setbacks <br />have been incorporated into the project to ensure that slope stability is <br />maintained. Also, the site drainage is designed to minimize the amount of <br />storm water runoff entering the arroyo from the project site. <br /> <br />The design of the subdivision is not likely to cause serious public health <br />problems. <br /> <br />All proposed improvements would be built in accordance with City <br />standards for infrastructure improvements and/or the Uniform Building <br />Code for building improvements. The proposed stmctares would also be <br />constructed in adherence with the ge0technical report previously prepared <br />for this project. The linear trail design includes an open fence to <br />discourage access to the slope bank and/or the arroyo. Adequate access <br />would be provided for emergency vehicles. Also, the project site is not <br />within a flood hazard zone. <br /> <br />The design of the subdivision or its related improvements will not conflict <br />with easements, acquired by the public at large, for access through or use <br />of property within the proposed subdivision. <br /> <br /> <br />
