Resolution No. PC-2000-20
Page 2

2. The site is physically suitable for this type of development and density.

The site is level, and borders existing residential development on the west
and east sides of the project site. Adequate vehicle, bicycle and pedestrian
access would be provided via Rose Avenue and Fair Street to serve the
project and to ensure emergency vehicle access can be provided. The
portion of the site within the arroyo will be dedicated to Zone 7, and the
project design would maintain the stability of the existing slope on the
south side of the arroyo while retaining the existing vegetation. The
development is adequately served by sewer, water, and other utilities and
the project would be responsible for its pro-rata share of the infrastructure
extension out to Valley Avenue. The proposed infrastructure
improvements would be conslracted in accordance with the conditions of
approval for the PUD, and City Design Standards.

The design of the subdivision and proposed improvements will not cause
substantial environmental damage or substantially and avoidably injure
fish or wildlife or their habitat.

No endangered, threatened or rare flora or fauna are known to inhabit the
project site. The subdivision would ensure that all existing heritage trees
are saved to the greatest extent feasible. The entire area of existing
riparian habitat along the arroyo would be dedicated to Zone 7, and the
pocket park and linear trail abutting the arroyo would be landscaped. The
slope bank along the arroyo would not be disturbed, and adequate setbacks
have been incorporated into the project to ensure that slope stability is
maintained. Also, the site drainage is designed to minimize the amount of
storm water runoff entering the arroyo from the project site.

The design of the subdivision is not likely to cause serious public health
problems.

All proposed improvements would be built in accordance with City
standards for infrastructure improvements and/or the Uniform Building
Code for building improvements. The proposed stmctares would also be
constructed in adherence with the ge0technical report previously prepared
for this project. The linear trail design includes an open fence to
discourage access to the slope bank and/or the arroyo. Adequate access
would be provided for emergency vehicles. Also, the project site is not
within a flood hazard zone.

The design of the subdivision or its related improvements will not conflict
with easements, acquired by the public at large, for access through or use
of property within the proposed subdivision.
