duties and powers herein provided, its successors and assigns, and any other <br />corporation or association which may at any time be substituted in its place, as <br />provided in Section 6.01. <br /> <br />Fiscal Year <br /> <br /> The term "fiscal year" means the period beginning on July I of each year and <br />ending on the next succeeding June 30. <br /> <br />Fund <br /> <br /> Any "Fund" required by this Resolution to be established and maintained by <br />the City may be established and maintained in the accounting records of the City <br />either as a fund or an account, and may, for the purposes of such records, any <br />audits thereof and any reports or statements with respect thereto, be treated either <br />as a fund or as an account; but all such records with respect to all such Funds shall <br />at all times be maintained in accordance with sound accounting practices and with <br />due regard for the protection of the security of the Bonds and the rights of every <br />holder thereof. <br /> <br />Holder or Bondholder <br /> <br /> The term "holder" or "Bondholder" means any person who shall be the bearer <br />of any outstanding Bond that is registered to bearer or is not registered, or the regis- <br />tered owner of any outstanding~ Bond which shall at the time be registered~as to <br />principal or as to principal and interest. <br /> <br />Independent Certified Public Accountant and Qualffied Independent Engineer <br /> <br /> The terms "independent certified public accountant" and "qualified independ- <br />ent engineer" mean, respectively, any certified public accountant Sr firm of such <br />accountants, or any engineer or 'firm of engineers generally recognized to be well <br />qualified in engineering matters relating to water systems, appointed and paid by the <br />City, and who, or each of whom- <br /> (i) is in fact independent and not under domination of the.~City; <br /> (ii) does not have any substantial interest, direct or indirect, with the <br /> City; and <br /> (iii) is not connected with the City as an officer or employee of the City, <br /> but who may be regularly retained to make annual or other audits of the books <br /> of or reports to the City. <br /> <br />Law <br /> <br /> The term "Law" means the Revenue Bond Law of 1941, being Title 5, Divi- <br />sion 2, Part 1, Chapter 6, of the Government Code of the State of California.
