CONCLUSION

The Com~cil action to schedule this reconsideration g~w out of a discussion of the site's
potemial for housing uses. Th~ Housing Commission is not seeking this use at this site at this
t/me; Staff does not believe housing uses are appropriate. Staff recommended that the existing
regulations - allowing retail, restaurant, financial, and office uses - were appropriate, and staff
continues to believe they are. Accordingly, staff continues to support the existing land use
regulations.

The City's peer reviewing architect, Larry Cannon, has had initial discussions with City staff and
the Chamberlin Group concerning possible modifications to the building's design. Staff agrees
with the Council's initial determination to refer the design back to the Planning Commission for
its review. The Chamberlin Group also supports this action.

STAFF I~ECOMMENDATION

Staff recommends the Council reaffirm its earlier determination, finding the existing land use
regnlatioi~ appropriate for the site and referring the design review aspects of the project back to
the Planning Commission for its review.

Respectfully Submitted,

Brim W.
