Total traffic at the site would clearly increase in <br />the AM ~ Coy about 43 trips) and decrease in the PM (about 64 trips). Traffic at the most <br />conlgsted City iniersecfion would likely marginally increase: <br /> <br /> 8 nips (6.5%) on the 1-580 WI3 ramp <br /> 11 ~ (0.'/%) a~mcl 8 u'ips ~'M (0.3%) at critical movements at the 1-580 EB off-ramp <br /> <br /> 5 nips l~lVi (0.6%) at critical movements at Hopyard-Owens <br /> <br />The~ volum~ a~ so small in comparison to existing and projected traffic volumes that they do <br />not affect r. aloulated LOS. <br /> <br />The study shows that, ~=~s,_ ,ming the W. Las Positas interchange is built, all intersections will <br />operate at LOS D or better with planned/funded improvements. Following the Hacienda PUD <br />reguJatioos, this project may be approved since the traff~c requirements are met, with the W. <br />Las Positas imerchange in place. (The Stoneridge Drive intersections leading up to and <br />inclutiing the !-6{0 ramps were not included in the study due to the low volume of traffic <br />projected onto Stoneridge Drive; these levels would not affect any of these intersections' LOS.) <br />Not~ that the NB to WB 1-580 loop ramp is projected to exceed its capacity. The office use <br />adds margizmlly to this congested movement. Note also, however, that the operation of the <br />loop ramps are not included in the Hacienda requirements for maintaining LOS D or beuer. To <br />approve this project, the Commission must require this site to participate in the construction of <br />the W. Las Positas interchange (or its alternative improvements if substituted by the City <br />following the completion of the W. Las Positas interchange study). A condition of approval has <br />been included to this effect. <br /> <br />Allowing additional development within the total development cap has raised an issue with how <br />the City models "build-out" and how future traffic from this growth can be accommodated. <br />Several years ago no "redevelopment/expansion" use of the total development cap was <br />ass-med. However, as described above, about 400,000 square feet could be built under the ' <br />Hacienda regulations, assuming traffic levels of service can be met. The 'Build-out" scenario <br />included in the traffic study does not include any of this unused development cap potential. As' <br />shown in Table IV, unsatisfactory levels of service are reached at the 1-580 freeway <br />inter~ectio~s on t{opyard ]~nad at I-Iopyard/Owens. No mitigation measures have been <br />approved to achieve satisfactory levels of service at these as yet. Adding additional Hacienda <br />developmeltt would add another .500+ trips to the build-out projections, further adding to the <br />most congested movements if developed as office uses. <br /> <br />The build-out projections are important to show future trends and allow adjustments to land use <br />entitlements and/or implementation of new traffic improvements.
