Staff no~! the City's ability to now review the larger issues <br />associated with this project: appropriateness of land use, total building cap within Hacienda, <br />bul]k[-o~R tl~ effects. The Pl9nnin5 Commission felt these issues were worth exploring <br />beibre approving any office project on this site. While staff put these issues before the <br />Coimmmis~on sru'{ invited their discussion, staff nonetheless followed the current policy direction <br />as it rela~es to Hacienda Park projects and recommended approval. Absent Council's direction <br />to review these areas, staff continues to follow the current policy direction and finds the project <br />to be supportable as conditioned. <br /> <br />STAFF IECOMMENDATION <br /> <br />Should the Council continue to be satisfied with the proposed land use, find the traffic effects <br />to be minimal and meeting the Hacienda PUD requirements, and fred the architecture <br />aco~ptable, staff recommends the Council uphold the appeal, thereby approving PUDD 81-30° <br />84D subject to the conditions attached as Exhibit 'B", by adopting the attached draft <br />resolution. <br /> <br />However, should the City Council agree with the Planni~ Commission as to the <br />apl~'opri~euess of a land use review, staff would recommend the Council deny the appeal and <br />di~ct staff to initiate a rnarket feasibility study in conjunction with a review of the zoning of . <br />this site. <br /> <br />Respectfully Submit~d, <br /> <br />Bri~ W.
