Developmeat of CIP Recommendations <br /> <br />As Council is aware, the CIP is presented to address the City's highest priority capital project needs over <br />the next five years. When making decisions regarding project recommendations, staff relies on <br />numerous sources of information. Some of this information, such as data generated through the City's <br />Pavemem Management Program, is relied upon heavily to develop estimates of the costs needed to <br />adequately maintain City streets. Other approaches are intended to assure that there is adequate revenue <br />to complete active and previously approved projects such as, the municipal golf course, the Alviso <br />Adobe Community Park, and the Livermore-Pleasanton Fire Department Administration Building <br />headquarters, which were included in previous CIP's. Also, stalTs technical expertise is often utilized to <br />develop the more technically oriented projects such as, sewer and water telemetry equipment, water tank <br />maintenance, storm drain maintenance and expansion, data processing and other technical areas. <br /> <br />In addition to the above, staff has spent considerable time receiving public input from City commissions <br />and the public on specific CIP projects. Toward this end, staff has presented a detailed listing of <br />potential CIP projects to all City Commissions to receive not only their input and recommendations, but <br />also to receive input from the public attending these meetings. Staff also presented this information to <br />the Chamber of Commerce Economic Development Committee. <br /> <br />In an attempt to improve the Commission's review process from previous years, staff provided <br />Commissions with a listing of recommended CIP projects. In addition, staff recommended that the <br />Commission review all CIP projects from the perspective of a City resident as well as a member of their <br />particular Commission. In the past, staff has provided the Commissions with a listing of all CIP projects <br />without staff recommendations. While this previous process had some advantages, the magnitude and <br />specific detail of the numerous CIP projects created some issues as part of the review process. <br />Furthermore, Commissions were not forwarded recommendations on Street, Water or Sewer projects as <br />most of these projects are subject to specific funding sources, grant funding and/or predetermined <br />maintenance schedules. <br /> <br />The following table details the projects listed as "high priority" by the majority of City Commissions. <br /> <br />iv <br /> <br /> <br />
