The City Council does hereby declare its intent to <br />acquire, construct and complete, in total or in part, a municipal <br />improvement described as follows: <br /> <br /> Civic Center Site, being lands, easements <br /> and rights-of-way, and buildings ae may be <br /> allowed, generally located northwesterly <br /> of Main Street and Bernal Avenue. <br /> <br /> 2. Inasmuch as the above improvement was f~t included in <br />Resolution No. 67-147, adopted September 5, 1967, concerning public <br />interest and necessity of park and recrea~ion facilities and fire <br />station improvements, and inasmuch as the improvements require <br />expemditures too great to be paid from one yearts income, the City <br />does hereby state its further intent to acquire and finance said <br />Ctvic Center Site by one or both of methods as follows: <br /> <br /> a) Joint Exercise of Powers Act agreement <br /> with Alameda County. <br /> <br /> b) Non~profit corporation, with bonds and <br /> lease arrangements with the City. <br /> <br /> 3.
