CITY OF PLEASANTON <br /> COUNTY OF ALAMEDA <br /> STATE OF CALIFORNIA <br /> <br /> Rs'BOLKITION NO. 67-162 <br /> <br />REGISTRAT~N F~ES TO PROVIDE INCREASED <br /> FUNDS TO BART <br /> <br /> WHEREAS, the Board Of Directors of the San Francisco Bay <br />A~ea Rapid Tramsit Dist~i~t have stated their intent to complete <br />the 75-mile transportatio~ system initially planned; and <br /> <br /> WHEREA$~ additiomal!funds will be needed to complete such <br />system as ~oposed; and <br /> <br /> WHEREAS, propesalst0 provide such funds includes increased <br />)roperty taxes, Bay Bridge tolls, and motor vehicle registration <br />fees; and <br /> <br /> WHEREAS, this City Council is strongly opposed to all of <br />these proposals; and <br /> <br /> WHEREAS, an increa~e~ registration fee is objectionable <br />because the residents and taxpayers in certain localities, already <br />bearing an equal burden for the financing of the District, will <br />net share equally in the benefits to be derived from the comple- <br />tion of the system; and <br /> <br /> WHEREAS, annually the taxpayers of the Livermore-Amador <br />Valley are contributing substantially in excess of One. Half Million <br />Dellars to BART with only the possibility that a feeder type bus <br />service will be established to connect the Valley with the nearest <br />planned station in Hayward some 20 miles away; and <br /> _ <br /> WHEREAS, this mere possibility does not call for an additional <br />bmrden by the payment of increased registration fee~ equal to that <br />of the localities to be directly served by the proposed system; <br /> <br /> NOW. THEREFORE. BE IT RESOLVED that the City Council of the <br />City of Pleasanton does hereby oppose any proposal to increase <br />vehicle registration fees in the three counties comprising the <br />Bay Area Rapid Transit District and any other proposal to provide <br />increased revenue for the District unless and until such proposals <br />take into consideration the fact that those who benefit the most <br />from the establishment of the District should contribute in <br />proportion to that benefit. <br /> <br /> BE IT FURTHER RESOLVED that this Council recommends that <br />~l~g~l&ti~ be ~o~.which w~uld crea~e the conuept of districts <br /> or areas within BART which would all°w the agses~me~t of increased <br /> revenue, whether by in-lieu increased vehicle registration fees or <br /> otherwise, according to respective benefits. <br /> <br />DATED: October 2, 1967. <br /> <br />ATTEST: <br /> <br />I{~LEN C, ~a~, C~y Clerk <br /> <br />~yor <br /> <br /> <br />
