Most taxes shown as delinquent in <br />the City records at June 30 are, as a pract'md matter, col- <br />lected shortly thereafter~ <br /> The rapidly increasing assessed valuation has enabled <br />the City ~0 provide essential public services while reducing <br />the tax rate. A history of tax rates fot the seven-year period <br />is shown as Table III. <br /> <br />CITY'S FINANCIAL POSITION <br /> The budget for 1968-69, summarizedas Table IV, shows <br />expenditures of $1,449,640 and revenues of $1,356,226. <br />The City does not budget all special fund expenditures <br />and revenues. Therefore the expenditures shown in Table <br />IV exceed revenues. Certain expenditures budgeted in the <br />various departments are properly transferrable to the special <br />funds.
