<br />expenditures of $1,449,640 and revenues of $1,356,226.
<br />The City does not budget all special fund expenditures
<br />and revenues. Therefore the expenditures shown in Table
<br />IV exceed revenues. Certain expenditures budgeted in the
<br />various departments are properly transferrable to the special
