5. CORRECT LEGAL DOCUMENT. Upon occasion, ordinances <br />or resolutions are submitted in longhand or in draft form with <br />on-the-spot amendments. These preliminary papers may be re-typed <br />in final form; such re-draft, when signed and attested, becomes <br />the original and proper document to be retained in the files. <br /> <br /> 6. THE MINUTES. Minutes are the concern of the City <br />Clerk until presented to the council for approval; the council <br />may then, by motion, make such corrections as conform to fact. <br /> <br />The minutes should be a clear and concise statement <br />of the council actions, including the motions made <br />and the vote thereon. Reasons for making a motion, <br />council debate and audience reaction are usually <br />irrelevant and may be included or omitted as the <br />clerk and/or council may choose. <br /> <br />bi <br /> <br />Whenever the council acts in a quasi-judicial pro- <br />ceeding such as reassessment or zoning matters, <br />it is necessary to compile a complete summary of <br />the witnesses. <br /> <br />c) <br /> <br />Tape recordings are public records but may be <br />destroyed; private recordings without public cost <br />or interference are alright. <br /> <br /> 7. ..RULES. The council may establish its own rules, pre- <br />scribe an agenda, limit debate and eject unruly persons. The <br />procedural rules hereinafter set forth should control only in <br />the absence of adoption of specific Rules of Order; <br /> <br /> 7A. PROCESSING OF MOTIONS. When a motion is made and <br />seconded, it shall be stated by the Mayor before debate. A <br />motion may not be withdrawn by the mover without the consent <br />of the member seconding it and the approval of the council. <br /> <br />MOTIONS OUT OF ORDER. The Mayor may at any time, <br />by majority consent of the members, permit a member <br />to introduce an ordinance, resolution, or motion <br />out of the regular agenda order. <br /> <br />DIVISION OF QUESTION. If the question contains two <br />or more divisionable propositions, the Mayor may <br />and upon request of a member shall (unless appealed), <br />divide the same. <br /> <br /> 7B. PRECEDENCE OF MOTIONS. When a motion is before the <br />council, no motion shall be entertained except; (a) to adjourn, <br />(b) to fix hour of adjournment, (c} to lay on the table, (d) for <br />the previous question, (e) to postpone to a certain day, (f) to <br />refer, (g) to aznend, and (h) to postpone indefinitely.
