CITY OF PLEASANTON <br /> COUNTY OF ALAMEDA <br /> STATE OF CALIFORNIA <br /> <br />WHEREAS, <br /> <br /> RESOLUTION NO. 70.14:8 <br />WAGES, SALARIES FOR FISCAL YEAR 1970-71 FOR FIRE <br />PERSONNEL REPRESENTED BY LOCAL #1974 OF THE <br />INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS <br /> <br />the Local 1974 of the International Association of Fire <br />Fighters was recognized as representing certain of the <br />fire personnel of the City of Pleasanton under the <br />so-called, "Meyers-Milias-Brown Act"; and <br /> <br />WHEREAS, <br /> <br />numerous "meet and confer,' sessions were held between the <br />officers of Local 1974 and the employer representative <br />of the City of Pleasanton in which several proposals and <br />counter-proposals were discussed at considerable length; <br />and <br /> <br />WHEREAS, <br /> <br />the employer representative of the City of Pleasanton did <br />on June 26, 1970, offer to the membership of Local 1974 <br />a reduction to 63 of the hours in the duty week of fire <br />personnel and a 5% pay increase, both of which to be <br />effective July 1, 1970, and further, the same fringe <br />benefits as had already been offered to and accepted by <br />the Pleasanton City Employees Association; and <br /> <br />WHE RE AS, <br /> <br />i lWHEREAS, <br /> <br />there were additionally contained in the proposals by the <br />employer representative relating to holidays, City resi- <br />dency requirements and access to work location and <br />checkoff privileges for fire personnel; and <br /> <br />on June 29th, the employer representative and representa- <br />tives of Local 1974 met and conferred, at which time a <br />counter-proposal was made by Local 1974, which said <br />counter-proposal included, in addition to the terms of <br />the June 26 proposal of the employer representative, an <br />additional 2 1/2% salary increase effective January 1, <br />1971 and a multi-year agreement whereby the duty week of <br />fire personnel would be gradually reduced; and <br /> <br />WHEREAS, <br /> <br />said counter-proposal of Local 1974 exceeded the limits <br />of the authority which had been invested in the City <br />Manager as the employer representative and was thus taken <br />to the City Council in executive session at its regular <br />meeting June 29, 1970 and considered and rejected by the <br />City Council; and <br /> <br />WHEREAS, <br /> <br />an apparent impasse having been reached and no mediation <br />or conciliation requested or granted, and it appearing <br />desirable that wages and salaries for all City personnel <br />be fixed for July 1, 1970. <br /> <br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br /> <br />That wages and salaries for the membership of the Local <br />1974 of International Association of Fire Fighters be <br />fixed effective July l, 1970, and consistent with the <br />proposals contained in the offer of the employer repre- <br />sentative dated June 26, 1970, as follows: <br /> <br /> <br />
