CITY OF PLEASANTON COUNTY OF ALAMEDA STATE OF CALIFORNIA WHEREAS, RESOLUTION NO. 70.14:8 WAGES, SALARIES FOR FISCAL YEAR 1970-71 FOR FIRE PERSONNEL REPRESENTED BY LOCAL #1974 OF THE INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS the Local 1974 of the International Association of Fire Fighters was recognized as representing certain of the fire personnel of the City of Pleasanton under the so-called, "Meyers-Milias-Brown Act"; and WHEREAS, numerous "meet and confer,' sessions were held between the officers of Local 1974 and the employer representative of the City of Pleasanton in which several proposals and counter-proposals were discussed at considerable length; and WHEREAS, the employer representative of the City of Pleasanton did on June 26, 1970, offer to the membership of Local 1974 a reduction to 63 of the hours in the duty week of fire personnel and a 5% pay increase, both of which to be effective July 1, 1970, and further, the same fringe benefits as had already been offered to and accepted by the Pleasanton City Employees Association; and WHE RE AS, i lWHEREAS, there were additionally contained in the proposals by the employer representative relating to holidays, City resi- dency requirements and access to work location and checkoff privileges for fire personnel; and on June 29th, the employer representative and representa- tives of Local 1974 met and conferred, at which time a counter-proposal was made by Local 1974, which said counter-proposal included, in addition to the terms of the June 26 proposal of the employer representative, an additional 2 1/2% salary increase effective January 1, 1971 and a multi-year agreement whereby the duty week of fire personnel would be gradually reduced; and WHEREAS, said counter-proposal of Local 1974 exceeded the limits of the authority which had been invested in the City Manager as the employer representative and was thus taken to the City Council in executive session at its regular meeting June 29, 1970 and considered and rejected by the City Council; and WHEREAS, an apparent impasse having been reached and no mediation or conciliation requested or granted, and it appearing desirable that wages and salaries for all City personnel be fixed for July 1, 1970. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: That wages and salaries for the membership of the Local 1974 of International Association of Fire Fighters be fixed effective July l, 1970, and consistent with the proposals contained in the offer of the employer repre- sentative dated June 26, 1970, as follows:
