EXHIBIT A <br /> <br />ALAMEDA COUNTY TOPICS FUND GROUP <br /> OBJECTIVES AHD RULES <br /> <br /> lhe purpose~o~f the Alameda County TOPICS Fund Group is to provide a means <br />for cooperative acti°~i by the County and cities within Alameda County in implementing <br />the Federal government's "Traffic Operations Program to Increase Capacity and Safety" <br />(TOPICS). <br /> <br /> The members of the Alameda County TOPICS Fund Group, hereinafter referred to <br />as "ACTFG," shall be the County of Alameda and those cities which adopt the attached <br />"Resolution Constituting the Alameda County Topics Fund Group," <br /> <br /> Each entity will furnish to the Coordinating Agent within the necessary time <br />limits all maps, inforn~ation and data pertaining to the portion of the urban area within <br />that entity's jurisdiction as required for TOPICS, The Coordinating Agent will assemble, <br />compile and coordinate the maps, information and data. furnished by the individual enti- <br />t~es and subn~it them to the State in accordance with the TOPICS requirements and will <br />keep a record of the actual costs incurred in such coordinating work. <br /> <br />lhe Coordinating Agent will call meetings of the representatives of the <br />entities in the ACTFG from time to time as. required to consider proposed TOPICS projects, <br />.set priorities of the projects to be supported by the group and other matters requiring <br /> group determination. An objective will be to support those projects which appear to have <br /> the best probability of approval by the State and the Federal government under this pro- <br /> gram. This should assure that the funds will be applied to the most critical traffic <br /> problems in the urban areas. <br /> <br /> Any entity which submits an application for a project supported by ACTFG shall <br />be responsible for furnishing all local matching funds required for the TOPICS money and <br />shall perform the work and submit all maps, information and data necessary to complete <br />~he application, obtain the funds, implement the project, and satisfy the revie¥~s and <br />audits pertaining to said project. <br /> <br /> In consideration of the administrative costs involved in obtaining and <br />implementing a TOPICS project, any entity in ACTEG which receives TOPICS funds for a <br />project supported by ACTFG shall be entitled to an additional three (3) per cent of such <br />TOPICS project funds in addition to its stated allocation for the period involved. The <br />amount represented by such three (3) per cent will be deducted from the stated TOPICS <br />allocations of all other entities in ACTFG and in the same proportion as those allocations. <br /> <br /> The actual cost incurred by the County as Coordinating Agent will be deducted <br />from the stated allocations to all entities, including the County, and in the same <br />proportions as such allocations. <br /> <br /> It is agreed that in the event any entity receives TOPICS funds in excess of <br />its stated allocation plus three (3) per cent of the TOPICS project funds it received, <br />said entity will rei~urse the other entities in ACTFG the amount of such excess eitl~er <br />by making payments to the oti~er entities or by allowing its allocations of other road <br />funds to be reduced, or both. Such reimbursement will be D~ade within one year of receipt <br />of the ~OPICS ?roject money by said entity. It is further agreed that, in the event any <br />entity withdra¥is fro? ACTFG, the necessary payments or adjustments of funds will be made <br />to see that said entity's account'is co:~pleted so that its responsibilities and obliga- <br />tions to the other entities under this program are fulfilled. <br /> <br /> <br />
