If in the opinion of the department head the employee's <br />services are needed and required in the interest of the <br />public's health, safety or general welfare, the employee <br />shall be compensated at a rate of pay twice that estab- <br />lished for regular time for the holiday hours worked. <br />When a holiday falls on a Sunday, the following Monday <br />shall be observed. When a holiday falls on a Saturday, <br />the preceding Friday shall be observed. If a holiday <br />falls on an employee's scheduled time off, compensatory <br />time off shall be granted, or, at the option of the <br /> <br /> employee, compensation at a rat~a~of pay equal to his <br /> regular rate of pay, for the~l~day p~riod, shall be <br /> granted.
