CITY COUNCIL OF THE CITY OF PLEASANTON <br />ALAMEDA COUNTY, ALAMEDA <br /> <br /> RESOLUTION NO. 01-033 <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />RESOLUTION POSTPONING UNTIL OCTOBER 11, 2001 THE <br />PREVIOUSLY SCHEDULED SPECIAL ELECTION REGARDING THE <br />HAPPY VALLEY ANNEXATION <br /> <br />on September 15, 1998, the City Council adopted Resolution No. 98-128 initiating <br />an annexation application to the Local Agency Formation Commission (LAFCo) <br />for an 811 +/- acre area of unincorporated territory located south of Sycamore <br />Road, east of the Rosepointe and Carriage Gardens neighborhoods, west of Foley <br />Ranch, and north of Koopman Ranch; and <br /> <br />on March 11, 1999, LAFCo adopted its Resolutions Numbers 99-01 and 99-02, <br />approving the proposed annexation of territory known as "Happy Valley" as <br />shown in Exhibit A, attached hereto and incorporated herein by this reference, and <br />LAFCo affirmed its decision at its meeting of May 13, 1999; and <br /> <br />on July 20, 1999, and July 29, 1999, the City Council held public hearings on the <br />annexation and written protests were filed by at least 25% (but less than 50 %) of <br />the registered voters residing in the affected territory. This required that a special <br />election be held to confirm the annexation, and the City Council then set the <br />election for November 16, 1999; and <br /> <br />at its November 2, 1999 meeting, the Council adopted Resolution No. 99-132, <br />delaying the special election until March 24, 2000 because of uncertainty <br />regarding the Federal and State environmental permits for the proposed municipal <br />golf course in the Happy Valley area; and <br /> <br />the special election was then continued three additional times due to continued <br />uncertainty about the permit process; and <br /> <br />the on-going effort to obtain Federal and State environmental permits for the <br />project is nearly completed; and <br /> <br />additional time is needed to update cost estimates and complete annexation <br />processing. <br /> <br /> <br />
