CITY OF PLEASANTON <br /> ~,-;~'~ 0,':~ ALAMEDA <br /> Si-A~'E 0;-' CALIFORNIA <br /> <br /> RESOLUTION NO._ 71-155 <br /> <br />; RE: DISAPPROVAL OF RECENT ACTION BY EXECUTIVE COMMITTEE <br />! OF ASSOCIATION OF BAY AREA GOVERNMENTS (ABAG) <br /> <br />i!WHEREAS, the Executive Committee of the Association of Bay Area <br /> Governments (ABAG) recently approved, without consulting <br /> the ABAG membership, an amendment to AB-1057 whereby the <br /> makeup of the governing board of a Conservation and Devel-! <br /> opment Agency for the San Francisco Bay Area would be <br /> changed so as to include therein members other than <br /> elected officials of cities and counties within the <br /> boundaries of said agency; and <br /> <br />WHEREAS, said amendment, as this Council understands it, provides <br /> that the membership of the governing board of the Conser- <br /> vation and Development Agency would be composed of 83 <br /> members, 40 of which would be appointed from amongst <br /> mayors, councilmen and supervisors of cities and counties i <br /> within the regional agencies, 40 of which would be direct~ <br /> ly elected and 3 of Which would be appointed from amongst~ <br /> members of the governing boards of special purpose dis- <br /> tricts within boundaries of the agency; and <br /> <br />WHEREAS, it is felt that the composition of the governing board as <br /> embodied in the herein referred to amendment is undoubted~ <br /> ly cumbersome and begs several far more important ques- <br /> tions, perhaps the most important of which is the scope <br /> and authority of the Conservation and Development Agency <br /> and, as such, is an unacceptable compromise; and <br /> <br />WHEREAS, this City Council objects to the failure by the Executive <br /> Committee of ABA~G to consult the general membership on a <br /> matter as important to the future of the San Francisco Ba~ <br /> Area as the composition of the governing body of a <br /> regional Conservation and Development Agency; <br /> <br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br /> <br />APPROVED AS ]'0 FORM <br /> <br /> 1. The City Council of the City of Pleasanton strongly <br /> objects to the recent action of the Executive Committee <br /> of ABAG taken without consulting the membership of ABAG <br /> whereby AB1057 would be amended so as to expand to 83 the <br /> number of members of the gov~ing body of the Conserva- <br /> tion and Development Agency ~or/ the San F~ancisco Bay <br /> Area and to change considerably/t~e requirements for <br /> membership thereon. <br /> <br />Dated: July 26, 1971 <br /> ROBERT I.
