CITY OF PLEASANTON <br /> COUNT~ OF AL~MBDA <br /> STATE OF C I 0 IA <br /> <br /> RESOLUTION NO. 73-69 <br /> <br /> A RESOLUTION DESIGNATING THE CITY MANAGER AS THE CITY'S <br /> REPRESENTATIVE IN ALL MATTERS OF EMPLOYER/EMPLOYEE <br /> RELATIONS <br /> <br />WHEREAS~ Section 12 of Resolution 71~74 (Employer and Employee <br /> Relations Procedures) requires that the City Council <br /> designate by resolution a Municipal Employee Relations <br /> Officer who shall be the City's principal representative <br /> in all matters of employer-employee relations, with author- <br /> ity to meet and confer in good faith on matters within <br /> the scope of representation including wages, hours and <br /> other terms and conditions of employment; and <br /> <br />WHEREAS, Section 12 allows the Municipal Employee Relations Office~ <br /> to delegate duties and responsibilities imposed by Sectior <br /> 12 upon giving written notice to the City Council of such <br /> delegation; and <br /> <br />?mEREAS, the City E~anager is the Personnel Officer, whose duties <br /> include preparation of a classification plan, preparation <br /> of a compensation plan, preparation of personnel rules <br /> and amendments and responsibility for conducting employ- <br /> ment tests and transferring, promoting, demoting and rein- <br /> stating, or disciplining, or laying off employees in the <br /> competitive service; and <br /> <br />WHEREAS, due to the responsibilities given to the City Manager, it <br /> is logical to include the Obligations setforth'in <br /> Section 12 of Resolution 71..~74; <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> RESOLVE AS FOLLOWS: <br /> <br /> <br />
