Section 1. The City of Pleasanton supports the position that the <br /> "Spheres of Influence" for existing communities should <br /> include all urban development adjacent to the Valley com- <br /> munities which is logically related to future growth of <br /> the Cities of Pleasanton and Livermore and, based on this <br /> philosophy, believes that the proposed new town of Las <br /> Positas should be included within the "Spheres of Influ- <br /> ence" of the City of Livermore. <br /> <br />Section 2. The City Council of the City of Pleasanton supports the <br /> policy of the Local Agency Formation Commission that the <br /> priorities for annexation of governmental entities should <br /> occur in the following order: <br /> a. Annexation to a city, rather than a special district, <br /> <br /> if both can provide the same services at approximately <br /> the same cost of environmental impact. <br /> <br /> b. Annexation to a district or a city rather than the <br /> <br /> formation of a new special district or city. <br /> <br /> c. Formation of a new political entity is the last alter- <br /> native. Whenever a new political or taxing entity is <br /> indicated, the formation of a self-governing special <br /> district is the least ~esirable. <br /> <br />Section 3. The Council is of the opinion that it has been the <br /> position of the City Council and of t~e various agencies <br /> in the Livermore-Amador Valley that said Valley could <br /> support only three communities, the City of Pleesan~on, <br /> the City of Livermore and that portion of the Valley C~n- <br /> munity Services District within the County of Alameda. <br /> This determination is based upon the potential size of the <br /> communities and the effect of urban growth upon the <br /> general environment of the Valley. <br /> <br />Section 4. The City Clerk is directed to transmit a copy of this <br /> resolution to the Alameda County Local Agency Formation <br /> Commission, the City Council of the City of Livermore, the <br /> <br />-2- <br /> <br /> <br />
