An EIR must include <br />a description of the environment in the vicinity ef the <br />preJect, as it exists before commencement ef the project, <br />from both a local and regional perspective. Knowledge of <br />the regional setting is critical te the assessment ef envi- <br />ronmental impacts. Special emphasis sheul~ be placed on <br />environmental resources that are rare er unique te that <br />region.
