The Director shall initially review as <br />quickly as is, under the circumstances, reasonable in the <br />er~er in which file~ each non-exempt, non-emergency project <br />involving ~iscretienary action te determine if it mayhave <br />a significant effect en the environment. If any ef the <br />effects ef a project may have a signficant effect en the <br />environment, regardless ef Whether the everall effect of <br />the project is adverse or beneficial, then an environmental <br />impact report mustbe prepared where discretionary govern- <br />mental action is involved. <br /> <br />Sec. 5.2 Determining Significant Effect. <br /> <br />(a) <br /> <br /> In evaluating the significance ef the environmental <br /> effect.el a project, the Director shall consider beth <br /> primar~ and secendary consequences. Primary consequences <br /> are immediately related te the project (the construction <br /> ef a new treatment plan may facilitate population <br />· growth in a particular area),while secondary conse- <br />quences are relate~ mere te primary consequences than <br />te the project itself (an impact upon the resource <br />base, including land, air, water and energy use ef the <br />area in ~uestien may result frem the population growth). <br /> <br />(b) <br /> <br />Consequences capable ef having a significant effect <br />en the environment which shall be considered by the <br />Director in connection with mest projects where they <br />occur, include but are net limited to the following: <br /> <br />(1) <br /> <br />Conflict with environmental plans and goals that <br />have beena~epted by the community where the pro- <br />Ject i's te be lecate~; <br /> <br />(2) A substantial and ~emenstrable negative aesthetic <br /> effect; <br /> <br />Substantially affects a rare er endangere~ species <br />ef aninnal er plant, er habitat ef such a species; <br /> <br />(4) Causes substantial interference with the movement <br /> ef any resident er migratory fish er wildlife <br /> species; .. <br /> <br />(5) Breaches. any published national, state er local <br /> standards relating te solid waste er litter control; <br /> <br />(7) <br /> <br />Results in a substantial ~etrimental effect en <br />air er water quality, er en ambient neise levels <br />.'fer a~Jeini~g areas; <br /> <br />Involves the pessibilitM ef contaminating a public <br />water suppl~ system er adversely affecting ground <br />water; <br /> <br /> <br />
