Te insure that the EtR'er Negative Declara- <br />tion reflects the concerns ef all the public agencies <br />involved, the City shall consult with public agencies <br />which will issue approvals for the project at an <br />early s~age in development ef the EIR. <br /> <br />Lea~ Agency shall include in its Notice ef Completion <br />statement te the effect that it is a Lead Agency. <br /> <br />(c) <br /> <br />The EIR prepared by the Lea~ Agency shall be censi~- <br />ere~ by every public agency prier te its approval er <br />~isappreval ef the project. <br /> <br />(a) <br /> <br />Substantial changes are proposed in the project which <br />will require major revislens ef the EIR,~due te the <br />involvement ef new environmental impacts net c®nsi~- <br />ere~ in the original EIR; <br /> <br />(b) <br /> <br />There are substantial changes with respect te the <br />circumstances under which the project is te be under- <br />taken, such as a change in the proposed lecatlen ef <br />the project, which will require major revisions in. <br />the EIR ~ue te the involvement ef new environmental <br />impacts net covered in the original EIR. <br /> <br />Use efa Single EIR. The City may employ a single EIR te <br />describe mere than one project, if such projeCts are essen- <br />tially the same in terms ef envlrenmen~al impact. Further, <br />it may use an earlier EIR prepared in ~ennectien with an <br />earlier project te apply tea later preJeet, if the circum- <br />stances ef the projects are essentially the same. It may <br />elect te write EIR's in advance for entire programs er <br />regulations, in ereer te be prepared for project applications <br />te come. Whenever it cheeses te utilize any ef these alter- <br />natives, however, it must find that the environmental effects <br />ef the projects are similar enough te warrant the same <br />treatment in an EIR and that the EIR will adequately cover <br />the impacts ef any single project. If these tests are net <br />met, it should amend the EIR itff~pepares tea program te <br />apply it te an individual project With unusual characteristics. <br /> <br />F <br /> <br /> <br />
