CITY COUNCIL OF THE CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. 00-127 <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />RESOLUTION POSTPONING UNTIL APRIL 26, 2001 THE <br />PREVIOUSLY SCHEDULED SPECIAL ELECTION <br />REGARDING THE HAPPY VALLEY ANNEXATION <br /> <br />on September 15, 1998, the City Council adopted Resolution No. 98-128 initiating <br />an annexation application to the Local Agency Formation Cormnission (LAFCo) <br />for an 811+ acre area of unincorporated territory located south of Sycamore Road, <br />east of Rosepoint and Carriage Gardens neighborhoods, west of Foley Ranch, and <br />north of Koopman Ranch; and <br /> <br />on March 11, 1999, LAFCo adopted its Resolutions Nos. 99-01 and 99-02, <br />approving the proposed annexation of territory known as "Happy Valley"; and <br /> <br />on July 20, 1999, and July 29,1999, the City Council held public hearings on the <br />annexation and written protests were filed by at least 25% (but less than 50%) of <br />the registered voters residing in the affected territory This required that a special <br />election be held to confirm the annexation, and the City Cotuxcil set the election for <br />November 1999; and <br /> <br />at its November 2, 1999 meeting, the Council adopted Resolution No. 99-132, <br />delaying the special election until March 2000 because of uncertainty regarding the <br />federal and state environmental permits for the proposed municipal golf course in <br />the Happy Valley area; and <br /> <br />the special election was then continued two additional times due to continued <br />uncertainty about the permit process; and <br /> <br />notwithstanding the on-going effort to obtain Federal ancl State environmental <br />permits for the project, doubt still remains whether the City will receive the <br />required approvals; and <br /> <br />the City Council deems it prudent to again postpone the election until greater <br />assurance can be provided to voters regarding the status of the proposed municipal <br />golf course. <br /> <br /> <br />
