Require detailed project-specific noise studies for each development <br />project in an azea where the standard is exceeded to characterize noise conditions and <br />[o identify [he noise reduction features that must be incorporated to achieve acceptable <br />interior noise levels, and require incorporation of those features into constmction. <br />Findine: Specific economic, social, or other considerations make infeasible mitigation <br />measures or project alternatives identified in the Final EIR. <br />Facts in Support of Findine: The following facts demonstrate that it is not feasible to <br />mitigate the impact to a less than signifcant level. <br />a. The knoll azea on the East Parcel has been designated as an I S-acre <br />neighborhood /special use pazk and will experience noise levels ranging from 55 to <br />over 70db. The top of the knoll overlooking the freeway experiences the highest noise <br />levels. The park uses will be located on areas of the knoll screened from high noise <br />levels and consistent with General Plan standazds for such uses. <br />b. The knoll acts as a noise shield for uses located to the east. <br />c. It is not feasible to construct a soundwall between I-680 and the knoll to <br />screen the high portions of the knoll overlooking the freeway because the <br />extraordinary height of such a soundwall would cause significant adverse visual <br />impacts, would block views o£the knoll from the freeway, and would be unnecessary <br />because noise sensitive recreation uses will be located in quitter locations on the <br />eastern side of the knoll. <br />61 <br />
