c. Pleasanton adopted a fmding of overriding considerations in approving its <br />1996 General Plan for impacts growth would have on regional transportation systems. <br />This project is consistent with the planned growth contemplated at that time. <br />C. Air Quality <br />1. lmpac[ Kl. Construction activities during mass grading would generate dust and <br />PM-10, creating the potential for nuisance. <br />Mitieation Measure: <br />Measure Kl. Prepare and implement a dust control plan for the construction period, <br />which would control dust during all phases of construction, to be reviewed and <br />approved by the City Public Works Department prior to development activity on the <br />site. <br />Findine: Specific economic, social, or other considerations make infeasible project <br />alternatives identified in the Final EIR which would reduce this impact to a less than <br />significant level. <br />Facts in Support of Finding: The following facts demonstrate that it is not feasible to <br />mitigate the impact to a less than significant level. <br />a. A comprehensive dust control plan, as described above under the Finding for <br />Impact Kl, is the only method available for controlling dust. Feasible mitigation <br />measure Kl has been incorporated into the GHCBI Project. <br />b. Given the amount and distribution of development under all of the <br />alternatives, except the No Project Alternative and No Golf Course Altemative, <br />analyzed in the EIR, mass grading would be required to develop the site, resulting in <br />the same impact. These Altematives are rejected because they would not meet any of <br />the Project Sponsor's objectives nor would it fulfill any of the Ciry's objectives for this <br />site, including provision of additional housing, open space, affordable housing, an <br />elementary school site and public improvements. While the amount of grading has <br />been reduced due to the reduction in residential units as part of the GHCBI Project (as <br />opposed to the Preferred Plan or the Cooperative Plan), dust generation will still occur. <br />c. Pleasanton has adopted a finding of overriding considerations in approving <br />its 1996 General Plan for air quality impacts. The GHCBI Project is consistent with <br />the growth contemplated at that time. <br />55 <br />
