f East Parcel: For Alternative A, potential land use conflicts on the eastern <br />boundary are minimized in several ways. First, the Alameda County Transportation <br />Corridor (ACTC) functions as a 100-foot buffer between the East Pazcel and lands to <br />the east. Second, the PUD grading plans show the elevation difference between lands <br />east and west of the ACTL' (residential and currently unplanned public space on the <br />Bernal Property site, office and light industrial off-site). The ACTC is appro~ma[ely <br />6 to 7 feet lower than [he industrial parcel and, after grading, the Bernal Property <br />parcel adjacent to the transportation corridor will be approximately 10 feet below the <br />right-of--way. Third, landscaped screening along the ACTC is required by PUD <br />Condition _ and Specific Plan Open Space Policy 4, Guideline 4.3. The knoll area <br />(18 acres) in the southern portion of the East Pazcel is designated as a neighborhood / <br />special use park. The City has land use regulations and development controls, such as <br />designing [he pazk to minimize access, lighting and parking area conflicts, which will <br />further reduce the potential friction between pazk and residential land uses. In <br />Alternatives C and C 1, the East Parcel will be entirely park use or currently unplanned <br />public space. <br />f. The PUD also contains traffic and circulation conditions to ensure that <br />project circulation is adequate, offsite impacts are mitigated, and adequate parking is <br />provided. These conditions help avoid or reduce traffic conflicts between land uses. <br />2. Impact A2. Potential for safety hazazds for residences, passing cars, pedestrians <br />and bicyclists from stray golf shots. <br />Mitigation Measures. None. <br />Findines: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Support of Findine: The impact will be avoided or reduced based on the <br />following: <br />a. The GHCBI Project Phase I does not include a golf course, so no mitigation <br />measures aze needed. <br />b. When the public uses in Phase II aze being formulated for the currently <br />unplanned public space, if a golf course is considered, mitigation measures will be <br />incorporated as part of a future environmental review to mitigate these impacts. <br />B. Infrastructure Systems: Drainage <br />1. Impact B 1: Runoff from the site under the 100-year flood may contribute [o <br />cumulative downstream flooding and channel erosion if on-site facilities are <br />improperly sized or managed. <br />
