CITY COUNCIL OF TIlE CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. 00-090 <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />RESOLUTION POSTPONING UNTIL DECEMBER 5, 2000 <br />THE PREVIOUSLY SCHEDULED JULY 22, 2000 SPECIAl, <br />ELECTION REGARDING THE HAPPY VALLEY <br />ANNEXATION <br /> <br />on September 15~ 1998, the City Council adopted Resolution No. 98-128 initiating <br />an annexation application to the Local Agency Formation Commission (LAFCO) <br />lbr an 811 + acre area of unincorporatcd territory located south of Sycamore Road, <br />east of the Rosepointe and Carriage Gardens neighborhoods, west of Foley Ranch, <br />and north of Koopman Ranch; and <br /> <br />on March 11, 1999, 1.AFCO adopted its Resolutions Nmnbers 99-01 and 99-02, <br />approving the proposed am~exation of territory known as "Happy Valley" as shown <br />in Exhthit A, attached hereto and incorporated herein by this reference, and <br />LAFCO affirmed its decision at its meeting of May 13, 1999; and <br /> <br />on July 20. 1999, and July 29, 1999, the City Council held public hearings on the <br />annexation and written protests were filed by at least 25% (but less than 50%) of <br />the registered voters residing in the affected territory. This required that a special <br />election be held to confirm the mmexation, and the City Council then set the <br />election for November 16, 1999; and <br /> <br />at its November 2, 1999 meeting, the Cmmcil adopted Resolution No. 99-132, <br />delaying the spccial election until March 24, 2000 because of uncertainty <br />regarding the f~deral and state enviromncntal permits for the proposed municipal <br />golf course in the Happy Valley area; and <br /> <br />at its March 21, 2000 meeting, the Council adopted Resolution No. 00-28, further <br />delaying the special election until July 22, 2000 because of contthucd uncertainty <br />regarding these federal and smtc cnviromncntal permits; and <br /> <br />notwithstanding the continued effort to obtain state and federal environmental <br />permits for the project, uncertainty still remains and the City Council deems it <br />prudent to again postpone the election until greater assarauce can be provided to <br />voters regarding the status of the proposed municipal golf course; and <br /> <br /> <br />
