CITY OF PLEASANTON NON-DISPOSAl, FACH,1TY ELE1VIF, NT The purpose of this elPAnent is to identify and describe existing and/or pl,n-ed Non-Disposal Facih'Ues (NDFs) to be u~HT~ by the City of Pleasanton in attaining th~ wasto reduction goals idanfified in its Source Reduction and Recycling Elemant. NDFs include transfer and processing seations, including Material Recovery Faclh'ues (MKFs) that receive unsor~d waste, and cornposting facilities. Recycling facilities that receive sorted w~..fials and other facilities that do not require County Solid Waste Facility Permits normally do not fall under this definition of NDFs. A ywyosed NDF or NDF expansion cannot be considered for development until it has been identified and described in the NDFE d the j~on in which it is located. ~,'h proposed facility must also comply with app~ol~:hte project specific and CEQA environmunml review, the judsdiction's land use permitting proce~, and the permit processes of various other federal, state, regional and countywide agencies. In addition, the Alameda County Waste Ma~geme~t Authority, the Joint Powers Authority for .~l~-~eda County waste management planning, must iDnl~e a Dotetlninntion of Confonnance as to the proposed new or expandfl NDF's conformance to the Collntywkie htegx'dIed Waste MnnnZement Plan The following sections describe Non-Disposal Facih'ties presently used and/or proposed to be used by Pl~,~ton. A~ this time, the Ple~unton Transfer Station is the only NDF used to meet Pl~r~ton's 5RRE programs. Plen~ten does plan to implement a green waste collection program, and may deliver ~he green waste to a cornposting f3ciljty outside of th: city. A specLqc site for the facility has not been determined. This NDFE will be revised at the appropriate time to include any such facility.
