CITY OF PLEASANTON <br /> <br />NON-DISPOSAl, FACH,1TY ELE1VIF, NT <br /> <br />The purpose of this elPAnent is to identify and describe existing and/or pl,n-ed Non-Disposal <br />Facih'Ues (NDFs) to be u~HT~ by the City of Pleasanton in attaining th~ wasto reduction goals <br />idanfified in its Source Reduction and Recycling Elemant. NDFs include transfer and processing <br />seations, including Material Recovery Faclh'ues (MKFs) that receive unsor~d waste, and <br />cornposting facilities. Recycling facilities that receive sorted w~..fials and other facilities that <br />do not require County Solid Waste Facility Permits normally do not fall under this definition of <br />NDFs. <br /> <br />A ywyosed NDF or NDF expansion cannot be considered for development until it has been <br />identified and described in the NDFE d the j~on in which it is located. ~,'h proposed <br />facility must also comply with app~ol~:hte project specific and CEQA environmunml review, the <br />judsdiction's land use permitting proce~, and the permit processes of various other federal, <br />state, regional and countywide agencies. In addition, the Alameda County Waste Ma~geme~t <br />Authority, the Joint Powers Authority for .~l~-~eda County waste management planning, must <br />iDnl~e a Dotetlninntion of Confonnance as to the proposed new or expandfl NDF's conformance <br />to the Collntywkie htegx'dIed Waste MnnnZement Plan <br /> <br />The following sections describe Non-Disposal Facih'ties presently used and/or proposed to be <br />used by Pl~,~ton. A~ this time, the Ple~unton Transfer Station is the only NDF used to meet <br />Pl~r~ton's 5RRE programs. Plen~ten does plan to implement a green waste collection <br />program, and may deliver ~he green waste to a cornposting f3ciljty outside of th: city. A <br />specLqc site for the facility has not been determined. This NDFE will be revised at the <br />appropriate time to include any such facility. <br /> <br />SEu[ION I: EXI~llNG NON-DISPOSALFACHA'rm~~· OUTSIDEPLEASANTONUSED <br /> TO IMPI.k'MENT SRRE PROGRAMS <br /> <br />Plp~nton has not identified any non-disposal facilities in this category. <br /> <br />H~,~nton may consider using a location outside of the city for future cornposting yardwaste. <br /> <br /> <br />
