41. All utilities required to serve any existing or proposed development on -site shall be <br />installed underground, unless otherwise determined by the City Engineer <br />42. The location of any pad mounted transformers shall be subject to approval by the Planning <br />Director prior to issuance of permits by the Building Department. Such transformers shall <br />be screened by landscaping sufficient to screen the transformer from view from the <br />adjacent public rights -of -ways. All transformers shall be shown on the plans submitted for <br />issuance of building permits, The applicant shall attempt to locate transformers at the rear <br />of the site. <br />43. All backflow prevention devices installed with the development shall be painted forest <br />green (Pantone Color System Number 2030) and shall be screened from view from public/ <br />private streets. Screens shall consist of berms, walls, or landscaping satisfactorily <br />integrated into the landscape plan. Landscape screens shall include shrubbery designed by <br />species and planting density to establish a complete screen within one year from the date <br />of planting. Weather protection devices such as measures to protect pipes from freezing <br />shall require approval by the Planning Director prior to use; at no time shall fabric or other <br />material not designed and/ or intended for this purpose be wrapped around or otherwise <br />placed on these devices. All backflow prevention devices shall be shown on the plans <br />submitted for issuance of building permits together with screening mechanism and/ or <br />weather protection devices. Proposed screening and weather protection devices shall be <br />reviewed for conformity to these requirements and approved by the Planning Director <br />prior to issuance of a building permit. <br />44. The details of the proposed phasing plan shall be submitted for the review and approval of <br />the Planning Director prior to the issuance of any permit for the property. This plan shall <br />show what portion of the site improvements, including parking, fencing, etc., would be <br />constructed with each phase. The phasing of the structure shall be as shown on the <br />attached plans, unless approval is received from the Planning Director to vary from that <br />plan. Unless a phasing plan for improvements is approved by the Planning Director, the <br />applicant shall complete all of the on -site improvements at one time (including all <br />improvements around the future building expansion area). The vacant pad area shall be <br />seeded and kept in a neat and weed -free manner at all times. <br />Building and Construction <br />45. At no time shall campers, trailers, motor homes, or any other vehicle be used as living or <br />sleeping quarters on the construction site. All such vehicles shall be removed from the site <br />at the end of each work day. <br />46. If archeological materials are uncovered during grading, trenching, or other on -site <br />excavation, all work on site shall be stopped and the City immediately notified. The <br />county coroner and the Native American Heritage Commission shall also be notified and <br />7 <br />
