EXHIBIT "A" <br />GPA-94-01 - TEXT CLARIFICATION <br /> <br />Implementation of Circulation Element Outside Downtown Area <br /> <br />The Circulation Element provides for a roadway network at full build-out under the General Plan <br />which accommodates meeting LOS standards of the Circulation Element for the traffic volumes <br />generated by development as shown on the Land Use Element at build-out. The Circulation <br />Element contemplates that roadway improvements, traffic management improvements, and TSM <br />measures forming the readway network will be implemented in phases, as residential and <br />commercial development contemplated by the General Plan occurs and creates the demand for <br />the readway network. The Circulation Element policies specify that the readway network be <br />sufficient at each stage of City build-out to meat LOS standards. Thus, as development occurs, <br />readway improvements, traffic management improvements and TSM measures are implemented <br />as necessary to maintain Pleasanton's LOS D standard for traffic volume on the roadway <br />network. Through this incremental installation of the roadway network, Pleasanton will achieve <br />the LOS D standard at full build-out under the General Plan as contemplated by the Circulation <br />Element. <br /> <br />In order to ensure an adequate roadway network is present at each stage as Pleasanton develops, <br />Pleasanton will require a site-specific traffic study for any major development which Pleasanton <br />determines could have the potential to generate traffic which could exceed LOS D. A major <br />development may encompass a number of future discrete projects, such as phased development <br />or a development project consisting of a number of subsequent, individual projects proposed to <br />be governed by a development agreement. Implementation of the Circulation Element <br />policies/programs is aimed at ensuring adequate capacity for each major development as it builds <br />out to ensure that mitigation measures as necessary are established for a major development, <br />including phased major developments, while the City retains discretionary approval authority <br />over the major development. Traffic studies may be required either early or late (or both) in <br />the approval process as may be necessary to allow the City to attach appropriate mitigation <br />requirements, including development delay or disapproval if the traffic capacity standard cannot <br />be met. <br /> <br />Each site-specific traffic study will analyze existing traffic conditions (based on the annual traffic <br />counts performed under the Cimulation Element as discussed above), plus traffic to be generated <br />by development projects approved but not yet built, plus traffic projected to be generated by the <br />major development. From each site-specific traffic study, Pleasanton will develop appropriate <br />mitigation measures identifying appropriate roadway improvements, traffic management <br />improvements, and TSM programs that the developer of the major development must implement <br />in order to maintain Pleasanton's LOS D standard. These mitigation measures will then be <br />implemented through appropriate conditions of approval of the major development. <br /> <br /> <br />
