City of Pleasanton <br />City Council Policies and Operating Procedures <br /> <br />These policies and procedures are the official reference for City Council business. They have been <br />prepared to more clea~y document Council procedures and clarify understanding for the public, staff, <br />and current and future Councilmembem. Prior reference to and reliance upon the document entitled <br />"Guide to Legislative Procedures for City Council" is hereby superseded by these policies and <br />procedures. <br /> <br />CODE OF CONDUCT <br /> <br />To minimize conflict of interest exposure and to maintain a kigh level of lrust with the <br />community, a Code of Ethics is established as follows: <br /> <br />The Political Reform Act of 1974, as amended, ("PRA") establishes conflict of interest <br />guidelines for elected officials. In addition, the City Council has adopted a Conflict of Interest <br />Code for itself, City board members and commissionera, and designated City employees. The <br />following Code of Ethics guidelines am established to highlight and augment the PRA and the <br />adopted Conflict of Interest Code. <br /> <br />No elected or appointed official (including board and commission members) nor <br />any employee of the City of Pleasanton shall engage in any business or transaction <br />or shall have financial or other personal interest, direct or indirect, which is <br />incompatible with the proper discharge of his/her official duties or would tend to <br />impair his/her independence or judgment or action in the performance of inch <br />duties. Examples of such activities include, but are not necessarily limited to, die <br />foilowing: <br /> <br />Using the prestige or influence of the City office or employment for <br />private gain or advantage of him/herself or another, unless so specified by <br />contract. <br /> <br />b) <br /> <br />Using time, facilities, equipment or supplies of die City of Pleasanton for <br />the private gain or advantage of him/herself or another. <br /> <br />c) <br /> <br />Using official information not available to the general public for his/her <br />private gain or advantage or for that of another. <br /> <br />d) <br /> <br />Receiving or acceptin~ money or other personal consideration from anyone <br />other than the City of Pleasanton for the performance of work done or <br />actions taken in the regular course of ~mployment or duties for the City <br />of Pleasanton. <br /> <br />1 <br /> <br /> <br />
