CITY COUNCIL OF THE CITY OF PLEASANTON ALA~VlEDA COIfNTY, CALIFORNIA RESOLUTfON NO. 94-54 APPROVAL OF DELEGATION PLAN AND AGREEMENT WITH BAY AREA AIR QUALITY MANAGEMENT DIS'ILRICT WI-1EREAS, the Bay ARea Air Quality Management District CBAAQMD'') wants m support local government initiatives in adopting trip reduction ordinances and have local agencies implement and enforce its Regulation 13, Rule 1 (Trip Reduction Requiremeats for Large Employers) in order to reduce air pollution resulting from people driving alone to work; and WHEREAS, the City of Pleasanton is a general purpose local government that is authorized to adopt trip reduction and travel demand ordinances by Government Cede §65089.3(2) and the Streets and Highways Code Section 2105; and BAAQMD has the authority to delegate implementation of transportation control measures to a local agency and will delegate implementation to the City of Pleasanton provided the following conditions are met: (a) adopt and implement an ordinance at least as stringent as required by BAAQMD; (b) complete a delegation plan; and (c) execute a delegation agreement with BAAQMD. WHEREAS, the City of Plea~nrlton has begun the process of adopting and implementing an ordinance at least as stringent as required by BAAQMD; and WHEREAS, the City has completed a Delegation Agreement, attached hereto as Attachment A, and has reviewed the Delegation Plan, attached hereto as Attachment B. NOW, TB~REFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: The City Council authorizes the City Manager m execute the Delegation Agreement, attached hereto as Attachment A, with Bay Area Air Quality Management District. Section 2: The City Council approves the Delegation Plan, attached hereto as Attachment B.
