<br />Tri-Valley Transportation Plan/Adion Pion Update <br /> <br />under Measure C. Instead, regional committees such as the TVTC must adopt Traffic Serv- <br />ice Objectives (TSOs) for these routes. These TSOs represent quantifiable measures of traf- <br />fic service that reflect the goals for that Regional Route. The Plan also includes Routes of <br />Regional Significance for Alameda County portions of Tei-Valley, although these are not <br />mandated by county policy (see Figure 1-1). <br /> <br />Adion Plans For Routes 01 Regional Significance <br /> <br />To meet Contra Costa's Measure C requirements for action plans, the Tri-Valley Action <br />Plan must include the following components. <br /> <br />1. Long-range assumptions regarding future land use. <br /> <br />2. Adopted traffic service objectives that use a quantifiable measure of effectiveness and <br />include a target date for attaining the objective. For regional Routes that connect two <br />or more sub areas, adopted objectives are to be the same in the Action Plans prepared <br />by different Regional Committees. <br /> <br />3. Specific actions to be implemented by each participating jurisdiction. <br /> <br />4. Requirements for consultation on environmental documents among participating lo- <br />calities. Each Regional Committee will develop its own requirements specifying a <br />threshold size for projects to be subject to the consultation requirements. <br /> <br />5. A procedure for review of impacts resulting from proposed local General Plan amend- <br />ments that have the potential to influence the effectiveness of adopted Action Plans. <br /> <br />6. A schedule for the Regional Committee and the Authority to review progress in at- <br />taining traffic service objectives, and revision of Action Plan as needed. <br /> <br />Chapter 2 looks at changes in forecast population & job growth within the Tri-Valley. <br />Chapter 9 in this document outlines updated TSOs and the actions, and the schedule and <br />responsibilities for achieving those TSOs. Chapter 10 contains the requirements for envi- <br />ronmental consultation and land use review, and the schedule for monitoring the Action <br />Plan. <br /> <br />Cangeslian Management Program (CMP) Roules <br /> <br />These have been designated by Contra Costa County and Alameda County as part of the <br />state.mandated CMP. In the Tri-Valley, they include only 1-680, 1.580, and Route 84. The <br />respective county CMPs are shorter-range planning documents than the Tri-Valley Trans- <br />portation Plan. <br /> <br />Page 2 <br /> <br />18 Aprii 2000 <br />
