CI~Y OF PLEASANTON COUNtrY OF ALAIx~EDA STATE Ol~' CAI,IFOKNI2X RESOLUTION NO. 74-215 RE: LAS POSITAS - £.iEW TOWN WHEREAS, t};e City Council of the City of Pleasanton, by Resolution iqo. 74-14, has previously taken a position on the establishment of a new town, north of the City of Livermore, referred to as the City of Positas, ss follows: Section 1. The City of P] easanton supports the position that the '!Spheres of Influence" for existing co~m~unities should inclnde all urban development udjacent to the Va]Iey Communities which is logically related to future growth of the Cities of Pleasanton and Livermore, and based on this philosophy, believes that the proposed new town of Los Positas should be included within the ~Spberes of Influence~ of nhe City ~f Liverh~ore. Section 2. The City Council of the City of Pleasanton snpports the policy of the Local Agency Formation Commissiun t~at the priorities for annexation of governmental entities should occur in the following order: a. Annexation to a city, rather than a special district, if both can provide the same services at approximately t]~e same cost of environmental impact. b. Znne:~ation to a distr~et or a city rather than the formation of a new special district or c~ty. c. Fearmotion of a new political entity is the ]ast a]ternative. ~.~tenever a new political or ta~ing entity ~s lnd~cate~, the for~x~ation of a self-Zoverning special district is the ]east .Je~ irab] e. Section 3. The Counci] js of the opinion that it has been the pod;it:ion of the City C:ouncil and of the various agencies in the iiver~ore-~nador Valley that said Valley conid sopport only three co,smunities, the City of P]easanton, the City of Livermore, that portion of the Va~lley Community Services District withi~
