is necessary for the City to phase its sewage treatment <br /> from the Sunol Plant into an expanded Valley Community <br /> Services District plant~ and <br /> <br />WHEREAS, in order to accomplish the proposed phase out under alter- <br /> native 2-b, it is imperative that the Valley Community <br /> Services District Plant expand to 8 million gallons in <br /> accordance with the aforementioned November 8, 1972 <br /> settlement agreement and a joint exercise of powers <br /> agreement for administering the Valley Community Ser- <br /> vices District plant be consummated between the entities <br /> in order to insure fair representation of the residents <br /> located within the Valley Community Services District <br /> and the City of Pleasanton~ and <br /> <br />WHEREAS, if alternative 2-b cannot be accomplished, then the next <br /> <br /> best project is alternative 5-b. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />P~ESOLVE AS FOLLOWS: <br /> <br />Section 1. Alternative 2-b (the construction of an Interceptor <br /> Sewer Line from the City of Pleasanton's Sunol sewage <br /> treatment plant to the Valley Co~nunity Services District <br /> plant) is hereby deemed to be the best apparent project <br /> and request is made to the State Water Resources Control <br /> Board for approval of Grant No. (SCH) 74-31829 for <br /> funding of the above project, subject to the following <br /> conditions: <br /> <br /> (1) That Valley Con~unity Services District sewage <br /> treatment plant receive funding sufficient to allow it <br /> to expand to 8 mgd (assuming said grant request for ex- <br /> pansion has been transmitted by the Valley Community <br /> Services District to the State Water Resources Control <br /> Board). <br /> <br /> <br />
