utilize studies, citizen expertise and input in a more comprehensive <br />manner; to provide for the presentation~ discussion, interaction <br />and concensus on proposals presented to COVA and to implement <br />results of analyses and conclusions reached pursuant to such presen- <br />tation, discussion and interaction. <br /> <br /> It is the goal of COVA to operate from as broad a base as <br />ocssib!e uti!izin~ the input of all interested Valley agencies to <br />--~'~c~ through COVA the concensus of agencies within the Livermore/ <br />Amador Valley in reviewing Valley-wide problems and working toward <br />solut!ons te those problems on a regional level. <br /> <br /> Title i, Divd. sion 7, Chapter 5 of the Government Code of the <br />State of California authorizes the joint exercise by agreement of <br />two or more public agencies of any power common to them. The parties <br />hereto possess in common the power to create agencies advisory in <br />nature to conduct planning studies as envisioned herein. <br /> <br />~K~Y~REFORE, the parties set forth hereinabove agree as follows: <br />Section 1. PURPOSE: It is the purpose of the parties signa- <br />tory to this agreement to create an agency to be known as the <br />Congress of Valley Agencies (COVA) to accomplish those goals as <br />seZ forth hereinabove. <br /> <br /> Section 2.
