TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br /> EXHIBIT A <br /> <br /> June30, 1975 <br /> <br />HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br /> <br />CITY MANAGER <br /> <br />PropOsed Management Compensation Plan and Strategy - 1975-76 <br /> <br />Over the last several years the City Council has approved several staff <br />reorganizations which have been directed toward developing an adminis- <br />trative organization which is capable of implementing policy in'an effec- <br />tive and efficientmanner. <br /> <br />In addition and consistent with our attempts to more effectively utilize <br />our personnel, we have attempted'to solidify, broaden, and develop the <br />management staff in order to direct this implementation. In this regard, <br />the City Council has also established a tellot-made compensation plan for <br />managemen~ personnel based upon their needs and in order to recognize the <br />need for compensating for higher responsibility. <br /> <br />Generally speaking, it is my opinion that together with the reorganization <br />and internal administrative techniques which have been established.the <br />formulation of the management compensation plan has paid off in greater <br />and better response of the organization to the community and the City <br />Council.' <br /> <br />As always, the management personnel have no union and do not specifically <br />set forth their requests or demands to the City Council. In this connec- <br />tion, I represent then and genera.lly speaking I am very pleased with their <br />performance this past year. To be sure there is room for improvement and <br />areas in which we must concentrate, but generally I am satisfied that the <br />management personnel of the City are producing well and managing the organi- <br />zation tn an effective manner consistent with the, obJ octires of the City <br />Council. '~, <br /> <br />The City Council will recall that.with regard to the categories of manage- <br />ment personnel, ~he two positions of City Manager and City Attorney a~'e. the <br />only two staff positions. directly appointed by the City Council. The com- <br />pensation pertaining t~ these positions is determined by the City Council <br />each year utillzingavailable salary compa~ison data and individual per- <br />formance evaluation. <br /> <br />The seCond category of positions, normally referred to as "top management!', <br />are positions directly appointed by the City Manager and consist of the , <br />four major department heads and City Manager's staff.. <br /> <br /> <br />
