The City Manager, City Attorney, top management, middle management,
and confidential employees will receive compensation for Fiscal Year 1975-76
as of July 1, 1975, even though the amount of said compensation is determined
subsequent to July 1, 1975. It is the City Council's intention that these
employees would have received said compensation as of July 1, 1975, but for
continuing negotiations with other employee groups and the Council's desire
to establish salaries at one time. The City Council does not wish to penalize
the City Manager, City Attorney, top management, middle management, and con-
fidential employees from receiving benefits due to lack of agreement with
other employee organizations and thus sets forth its intention to grant
retroactive pay for the aforementioned employees when the same is determined
as of July 1, 1975.
