Council does not believe that the evidence indicates <br /> that the proposed expansion is justified; that it would <br /> be non detrimental to the public health, safety and <br /> general welfare; or that the establishment of an <br /> asphalt concrete lot with two pump islands at one of <br /> the busiest intersections in the downtown is an im- <br /> provement compatable with the improvements made on <br /> properties adjacent to or in proximity to this site, <br /> which would not result in an adverse impact upon the <br /> downtown. <br /> <br /> Section 4.
